Henry Gao

Henry Gao is a Professor of Law at Singapore Management University and a Senior Fellow at the Centre for International Governance Innovation (CIGI). Holding law degrees from three continents, he began his career as the first Chinese lawyer at the WTO Secretariat. Before relocating to Singapore in 2007, he taught law at the University of Hong Kong, where he served as Deputy Director of the East Asian International Economic Law and Policy Program and Academic Coordinator for the first Asia-Pacific Regional Trade Policy Course organized by the WTO.


Prof. Gao advises national governments and international organizations—including the WTO, UN, World Bank, ADB, APEC, ASEAN, and the World Economic Forum—on trade and digital economy issues. A frequent commentator in the Financial Times, The Economist, Wall Street Journal, New York Times, and Washington Post, he has also testified before the European Parliament and the U.S. International Trade Commission.


His scholarship appears in leading journals such as the International and Comparative Law Quarterly, Journal of International Economic Law, World Trade Review, Harvard International Law Journal, and Journal of World Trade. His work is cited in official reports, including the WTO’s World Trade Report and UNCTAD’s Digital Economy Report.


Prof. Gao serves on the Advisory Board of the WTO Chairs Program, the Executive Council of the American Society of International Law, and the editorial boards of the American Journal of International Law and the Journal of International Economic Law. His recent books include Between Market Economy and State Capitalism: China’s State-Owned Enterprises and the World Trading System (2022) and China and the WTO: A Twenty-Year Assessment (2023), both from Cambridge University Press.
